PHP DEVSERVER is a portable, open-source local development environment for Windows that bundles a web server, database, and related tools in one installable package. It is designed to let developers run a local server with characteristics similar to a production setup, supporting HTTPS on localhost or custom virtual hosts. The environment has been available since 1999 and supports PHP versions up to 8.5.

The package includes Apache, MySQL, PhpMyAdmin, and Xdebug, with support for multiple PHP versions. It is portable to removable storage, configurable for ports, timezones, and extensions, and modular, allowing additional applications and versions to be added. Optional modules include Virtual Hosts Manager for managing virtual hosts, Xdebug Manager for controlling Xdebug, Laravel and Laravel Manager for installing and managing Laravel projects, and a Mobile module for testing mobile-friendliness. Configuration files, error logs, and access logs are directly accessible.

PHP DEVSERVER is intended for both beginners and experienced developers working on Windows, and can be used at home, at work, or on a laptop. It is open source and free to use, with no paid editions or usage-based pricing indicated.
