Tchap is an instant messaging service for public sector agents, designed and operated by the French State through DINUM. It provides a single channel for professional exchanges across administrations, with private messages protected by end-to-end encryption. The service is hosted on the Ministry of the Interior's sovereign cloud in France, and is built on the open-source Matrix protocol.
Tchap runs on iOS, Android, web, and secure devices, with sessions synchronized across devices. It includes an integrated directory for finding colleagues by name or professional email address, forums organized by professional topics, and a separation between internal users and invited external partners, who have limited access to the directory and public forums. Support is provided by the DINUM team, along with regular webinars.
Tchap is intended for all agents of State administrations, whether permanent or contract staff, and is free for State administrations and operators. External partners can be invited into specific exchanges.
