GlobaLeaks

GlobaLeaks is a free, open source software framework for setting up and maintaining secure, anonymous whistleblowing platforms. It addresses the need for a user-friendly and customisable way to receive reports while protecting whistleblower privacy and submissions by default. The software is designed as a flexible framework to support many use cases, and its source code is public and subject to continuous peer review, with independent security audits conducted since 2011.

The platform is organised into user, technical, legal and security feature areas covering whistleblowers, recipients and administrators, alongside architecture, standards and platform capabilities. It supports reporting in over 70 languages and is designed with accessibility in mind, adhering to Directive (EU) 2019/882 and WCAG 2.2. The platform is stated to be compliant with ISO 37002, EU Directive 2019/1937 and GDPR, and designed in adherence to ISO/IEC 27001:2022.

GlobaLeaks is intended for independent media, activists, public agencies, corporations and other organisations. Development and support activities are coordinated by Whistleblowing Solutions Impresa Sociale S.r.l. (WBS), which handles assistance, maintenance and custom deployment. The software is free and open source; no paid editions, trials or seat-based or usage-based packaging are described.
