Terraform is an infrastructure as code tool for defining, provisioning, and versioning infrastructure through declarative configuration files. It manages resources across cloud and on-premises environments, from low-level components such as compute instances, storage, and networking to higher-level resources like DNS entries and SaaS features. By expressing infrastructure in code, it supports repeatable, reviewable changes and version-controlled infrastructure management.

Terraform works with a range of provider plugins covering platforms such as Amazon Web Services, Azure, and others, alongside community and partner integrations. It is used alongside related tools such as Packer for building machine images and HCP Terraform for run tasks and artifact validation. Terraform configurations are written in HashiCorp Configuration Language (HCL) and executed through the Terraform CLI, with workflows for planning, applying, and managing infrastructure state.

Terraform is intended for developers, platform engineers, and operations teams managing cloud and hybrid infrastructure. It is available as an open-source tool, with additional capabilities offered through HCP Terraform and Terraform Enterprise editions for organizations requiring collaboration, policy enforcement, and team-based workflows.
