OpenSpeaks Subtitler is a browser-based tool for adding subtitles to video files and publishing them to Wikimedia Commons. It loads media from a device or searches Wikimedia Commons, then uses automated silence detection to create draft subtitle chunks that can be edited on a timeline before export or upload.

The tool supports common video and audio formats, including MP4, MOV, MP3, and WAV, with an HTML5-based player for offline loading. Silence detection is configurable by threshold in decibels and minimum silence length in milliseconds. Editing includes a full timeline view, a zoomed-in view for the current subtitle context, an editable text overlay on the video player, and real-time updates during playback. Language selection uses the full ISO 639 list. Subtitles can be exported as SRT or VTT in UTF-8 encoding, or uploaded directly to Wikimedia Commons after logging in with MediaWiki credentials through OAuth.
