Elm is a programming language for building web applications. It uses type inference to detect corner cases and produce friendly error messages, with the goal of having no runtime exceptions. The compiler guides developers through refactoring, and all Elm programs follow the same architecture pattern (The Elm Architecture: init, update, subscriptions, view). Elm has its own virtual DOM implementation.

Elm includes features such as enforced semantic versioning for packages, an `elm diff` command for detecting API changes, and a `--optimize` flag for producing small assets. It also supports JavaScript interop through ports, allowing it to take over a single node in an existing project.
